Promote the exchange of information and capacity building for the search and identification of Missing Persons in the Context of Migration based on the Regional Recommendations adopted by the RCM, international human rights standards and the Global Compact on Migration.
Specific objectives
Review the implementation of the Regional Recommendations to Promote the Exchange of Information for the Search for Missing Persons in the Context of Migration.
To present the findings of the Analysis Report of the Mexican Foreign Support Mechanism for Search and Investigation (MAEBI) and its operation in Guatemala, Honduras, and El Salvador in cases of missing migrants.
Strengthen regional cooperation among States and other stakeholders to improve the collection of data on migrants who have died or disappeared during migratory transit, based on rigorous and scientific criteria.
To provide a space for political and technical dialogue on migration and to share information, experiences and best practices related to the RCM Strategic Plan.
To inform Vice-Ministers about the implementation of the Strategic Plan, through the spokesperson of the PPT and the Executive Secretariat.
To prepare recommendation for Vice-Ministers about the implementation of the RCM Strategic Plan.
To issue recommendations to the Vice-Ministers.
Objectives of the Vice-Ministerial Meeting:
To approve the Strategic Plan, as recommended by the RCGM.
To acknowledge and approve the annual work plan of the PPT, in line with the RCM Strategic Plan.
To promote regional cooperation and develop common approaches, as appropriate, to address shared challenges.
To approve the establishment of Working Groups, with their respective mandates, objectives, and terms.
To approve the budget of the RCM Executive Secretariat, based on the recommendation of the RCGM.
To evaluate the performance of the Executive Secretary, considering the recommendations of the RCGM.
To strengthen the knowledge and technical capacity of local government officials in the RCM Members Countries in the design, implementation, and evaluation of public policies related to human mobility.
Share the content of the "Recommendations on Regional Search Mechanisms for the Coordination and Exchange of Information for the Search of Missing Persons in the Context of Migration" and set the ground for the development of collaboration agreements between countries and other actors for the flow and exchange of information for the search and identification of missing migrants, the investigation of crimes committed against them, and the care, support, and rehabilitation of victims.
Raise awareness, through a regional dialogue among key actors, of the strategic role of communication in human mobility, specifically in the management of migration and compliance with the Global Compact on Migration.
The RCGM is the technical-policy coordination body of the RCM; it is composed of foreign affairs and immigration authorities with decision-making and proposals-formulation capability.
General Objective
To promote the exchange of experiences and good practices, the dissemination of knowledge and generate a dialogue aimed at presenting proposals for the care of women and girls in conditions of mobility and for the development of their autonomy and empowerment from the approaches of gender, intersectionality, human rights, and inclusion.
Specific Objectives
To generate a dialogue that will allow for the expansion of knowledge about migrant women and girls in the region, especially in the context of the pandemic, and to share good practices and experiences related to actions taken by the countries to protect their rights, as well as for the development of their autonomy.
Reiterate the importance of the real (re)integration of migrant women in terms of substantive equality in the various spheres of life, and not only in the productive fabric, recognizing their capacity for agency and diverse contributions in the countries of origin, transit, destination, and return.
Promote exchanges among Member Countries to identify areas of opportunity to strengthen the gender approach in public policies aimed at the migrant population, based on the application of the Guidelines on assistance and protection of women in contexts of migration
Promote the exchange of experiences, good practices and collaboration among the institutions of the Member Countries of the RCM linked to the comprehensive fight against the smuggling of migrants.
Identify challenges and opportunities in terms of bilateral and multilateral cooperation for the identification and dismantling of migrant smuggling networks.
Establish specific regional actions for the exchange of information and intelligence on cases of migrant smuggling to be implemented in the short-medium term.
Identify sustainable and timely strategies for protection and assistance to victims of migrant smuggling, as well as measures to prevent reoffending.
Promote the strengthening of existing High Level Security Groups (HLSGs) among the countries of the region and/or the creation of such groups among those countries where they do not exist.
This activity was approved at the Vice-Ministerial Meeting in December 2021. Likewise, decision 4, paragraph d of the Vice-Ministerial Declaration states:
d. To keep communication and exchange with the SACM Member Countries with the aim to know about changes related to migration management and visas that may impact migration flows in the region.
Also, the RCM PPT Work Plan for 2022 establishes the following structural activity:
